Foundation- Register 70% migrant families across parishes.
- Create and operationalize a digital migrant database (100%).
- Form Migrant Support Groups in at least 60% parishes.

- Link initial group (25%) to welfare schemes.
- Launch Saafar Sathi App and register first 500 workers.
- Initiate leadership training for youth & women (20% annually).

Strengthening- Increase migrant registration & database usage to near universal coverage.
