To ensure holistic pastoral care, protection, integration, and empowerment of migrants and their families through structured diocesan, deanery, and parish-level systems rooted in Gospel values and Catholic Social Teaching.

OBJECTIVE 01

Forming, Identifying and Organizing Migrants.

KPIs

  • By Dec 2026, form a 5-member team and register 70% of migrant families across all parishes.
  • By 2027, create a 100% digital migrant database and form Support Groups in 60% of parishes.
  • By Dec 2028, ensure 80% of migrants are linked with parish structures.

OBJECTIVE 02

Social Protection, Legal Support and Welfare Access.

KPIs

  • From Sept 2026, awareness programs covering 30% of migrants annually.
  • By Aug 2027, 25% of migrants linked to welfare schemes (reaching 80% parishes by 2028).
  • By March 2028, establish a Diocesan Legal Help Desk.
  • By Dec 2028, 100 migrants trained in legal awareness and social security.

OBJECTIVE 03

Leadership Development, Social Integration and Pastoral Engagement.

KPIs

  • By July 2027, train 20% of migrant youth and women annually in leadership.
  • By April 2028, form at least 50 migrant leaders across deaneries.
  • By Dec 2027, hold migrant gatherings in all deaneries (100 participants each).
