To ensure holistic pastoral care, protection, integration, and empowerment of migrants and their families through structured diocesan, deanery, and parish-level systems rooted in Gospel values and Catholic Social Teaching.

Short Term
2026-2028
Foundation- Register 70% migrant families across parishes.
- Create and operationalize a digital migrant database (100%).
- Form Migrant Support Groups in at least 60% parishes.
- Conduct awareness programs reaching ~30% migrants annually.
- Link initial group (25%) to welfare schemes.
- Launch Saafar Sathi App and register first 500 workers.
- Initiate leadership training for youth & women (20% annually).
- Start quarterly deanery gatherings and cultural events.
- Begin legal awareness sessions and basic support structures.
Medium Term
2029-2031
Strengthening- Increase migrant registration & database usage to near universal coverage.
- Expand welfare linkage to 60–80% parishes.
- Establish Diocesan Legal Help Desk and strengthen services.
- Train and develop 50+ migrant leaders across deaneries.
- Ensure regular leadership formation programs.
- Strengthen community participation (liturgy, groups, events) to ~50% families.
- Expand app usage and employment linkages.
- Deepen parish-level structures for pastoral integration.
Long Term
2032-2033+
Sustainability- Achieve full inclusion of migrants in parish and diocesan life.
- Ensure sustained access to social protection & legal support.
- Migrant leaders take active leadership roles in Church/community.
- Institutionalize migrant ministry structures in all parishes.
- Maintain fully functional digital ecosystem (database + app).
